Los Angeles’ Mayor Eric Garcetti hasn’t been shy about his presidential ambitions for 2020. But how can he resolve major national issues, if he can’t tackle policy problems in his own city? LA has one of the highest rates of homelessness and some of the worst infrastructure in the country, both of which have been issues for years. Soledad O’Brien sits down with Garcetti to discuss the midterms and 2020.
