Both Houston and Puerto Rico are seeing increases in homicide and other crime following the destruction left my Hurricanes Harvey and Maria. Thousands of people are still waiting to return home, waiting in hotels, smaller apartments, FEMA trailers or staying with other family. A $81 billion disaster relief bill that could help is stuck in the Senate, despite already being passed in the House. Houston’s mayor, Sylvester Turner, says his city is returning to some normalcy, but there are many who are still in need of help. He joins Soledad O’Brien to talk about how people who were already marginalized have been pushed farther to the edge and his city’s need for aid from the federal government.
