Puerto Rico continues to suffer from the devastation left by hurricanes Irma and Maria. This week, the island’s government reported that just about 60% of Puerto Ricans have running water, approximately 50% have cell service and just 15% have power. Yet, as roads and communication lines are being reopened, some, such as former Gov. Luis Fortuño, see opportunities to rebuild both Puerto Rico’s infrastructure and economy. He sits down with Soledad O’Brien to discuss the challenge of Puerto Rican migration to the mainland U.S., comeback strategies, and long-term plans for turning Puerto Rico into an economic powerhouse.
